The second meeting of 2011-2013 service public wage bargaining takes place this afternoon. The prospect of a freeze of the index point, Eric Woerth should probably confirm, provokes the ire of unions. They fear loss of power to purchase for the 5.2 million civil servants, let in the light of the planned increases contributions retirement (of 7.85 to 10.55 in ten years). Towards a freezing of the index point, nerve of the ideological war

The fixed salary of officers is calculated by multiplying their "plus index" (based on their position) by the annual value of the point. An increase in the point increases so a general equivalent. The policy deployed by the Government for several years is to limit such increases to develop more individual bonuses and merit. For the unions, the point of index, equal and direct impact on the fixed salary, must remain central. Combat is also ideological. Eric Woerth should remain firm and probably confirm, in a context of rigour, a freeze of the point on 2011-2013, while providing revoyure clauses. On the other hand, expected increase of 0.5 in July 1 should be retained.
"TVG" should ensure the maintenance of purchasing power
The "sliding technical age" (TVG) is the "natural" increase in the remuneration of an officer resulting from his advancement to the seniority and changes in body or rank after competition or promotion. In recent years, the Govt. has swung between 1.5 and 2.1 per year according to departments and this rate is expected to continue on 2011-2013. If inflation of budgetary framing of Government forecasts confirm (1.5 in 2011, and 1.75 in 2012 and 2013), the Government should therefore maintain (on average) in purchasing power.
Replaced a departure on two: 1.5 billion euros will be redistributed
Of rule to refund half of savings from the replacement of a retired on two officers, through categorical (premium employment for teachers in 2008 for example), "will not questioning", provides the Department. According to projections of retirement, this "category back" should rise to approximately EUR 1.5 billion for the period 2011-2013. The individual guarantee of purchasing power will be renewed

The timetable for its implementation remains to be determined, but the system of individual guarantee of purchasing power (Gipa), launched in 2008, will be reappointed. Continuation of the extension of the individual merit awards
Launched in 2009, the premium service and results (PFR), which includes a variable share according to the achievement of objectives, is already in place for 40,000 public servants of State of the administrative sector. It will be extended to sectors technical and social starting in 2011 and should benefit about 200,000 officers in 2012.
